The Weekly Ten

The current affairs you can actually finish. Ten things from the past week — chosen because they’ll still be true in March, not because they happened this week.

Most CA coverage is built to make you feel like you’ve covered something. This issue is built to make you remember something. We pick less, then make sure what’s left actually survives to exam day.

Some facts take a joke; most take an honest diagram. Every card below says which kind you’re getting — and each carries its full, sourced prelims anatomy beneath the hook, because brevity means cutting the fluff, never the facts UPSC tests.

Houselisting door then february roster
Census 2027 knocks twice: the Phase I door (April–September 2026) counts the house, the Phase II door (February 2027) counts the people — and only that second, dated door carries the 40 questions notified 14 August 2026, Question 10 among them, the first count of caste beyond SC/ST since Independence (SC/ST counted every decade since 1951).

The facts
Full name
Census of India 2027 — the 16th Census of India and the 8th since Independence; 'Population Enumeration' is its second phase, following 'House Listing and Housing Census' (Phase I)
Body / ministry
Central Government (Ministry of Home Affairs), acting through the Office of the Registrar General and Census Commissioner of India (RGCCI) — under Section 8(1) of the Census Act, 1948 it is the CENTRAL GOVERNMENT that instructs and directs census officers, by notification published in the Official Gazette; the RGCCI is the executing office, not the notifying authority. The underlying policy call to enumerate caste was taken separately by the Cabinet Committee on Political Affairs (CCPA).
Theme / designation
Notification's legal basis, quoted verbatim: "In exercise of the powers conferred by sub-section (1) of section 8 of the Census Act, 1948 (37 of 1948)..." — Question 10 on the Household Schedule reads verbatim: "Scheduled Caste (SC)/Scheduled Tribe (ST)/Caste" (recorded as an open, undropdown column)
Host
Domestic exercise, no foreign host; the operative counterpart bodies are the Ministry of Home Affairs (parent ministry) and the Cabinet Committee on Political Affairs, which took the caste-enumeration decision on 30 April 2025 — field execution runs through State/UT governments nationwide
Numbers
40 questions in the Population Enumeration (Phase II) schedule vs 29 in Census 2011 — 13 new data fields; notified 14 August 2026; approved outlay ₹11,718.24 crore; 16th Census, 8th since Independence; national reference date 00:00 hrs 1 March 2027 (1 October 2026 for Ladakh and snow-bound J&K/Uttarakhand/Himachal Pradesh)
Date
Gazette notification of intent: 16 June 2025 — CCPA caste-enumeration decision: 30 April 2025 — 40-question Phase II schedule notified: 14 August 2026 — Population Enumeration conducted: February 2027 (September 2026 in snow-bound areas)

Vande Mataram, composed by Bankim Chandra Chatterjee, was first published in the journal Bangadarshan on 7 November 1875, was only later incorporated into his 1882 novel Anandamath, and was given the status of India's National Song, not the National Anthem in Dr Rajendra Prasad's statement to the Constituent Assembly on 24 January 1950 — hold the three apart by three unlike objects: a loose printed sheet (1875), a bound Anandamath volume (1882), the Assembly President's empty chair (24 January 1950).

The facts
Full name
Vande Mataram ("Mother, I Bow to Thee") — India's National Song, composed by Bankim Chandra Chatterjee; the Tiranga Concert at Bharat Mandapam marked its 150th anniversary (first published 7 November 1875).
Body / ministry
Ministry of Culture, Government of India — organiser of both the Har Ghar Tiranga 2026 campaign and the concluding Tiranga Concert at Bharat Mandapam (per S-CA-01, S-CA-03).
Theme / designation
Verbatim event title (S-CA-03): "Ministry of Culture's Har Ghar Tiranga 2026 Movement Kicks Off Nationwide, Celebrating the Spirit of Vande Mataram from 9-17 August." Trap: the campaign and concert commemorate Vande Mataram's status as the National Song — do not conflate with the National Anthem (Jana Gana Mana).
Host
Bharat Mandapam, New Delhi — venue for the concluding Tiranga Concert (singer B Praak; earlier in the campaign, VP C. P. Radhakrishnan was scheduled to flag off 'a special Bike Rally with Members of Parliament' (S-CA-03's wording; the source gives the rally no proper name) from Bharat Mandapam at 8:00 AM on 12 August 2026, proceeding to Major Dhyan Chand National Stadium (S-CA-03, advance notice)).
Numbers
150th anniversary of Vande Mataram reckoned from its first publication on 7 November 1875, so the 150th anniversary itself fell on 7 November 2025 (S-CA-02, Introduction: 'This year, November 07, 2025, marks the 150th anniversary of India's National Song Vande Mataram') — the Government's commemoration runs across the following year in four phases, which is why Har Ghar Tiranga 2026 is dedicated to it rather than falling on it; campaign period 9–17 August 2026 (5th edition since the 2022 launch); concert turnout 1,000+ school students + 7,000+ pre-registered attendees; Vande Mataram dated to 7 November 1875 (the 150th-anniversary reckoning point) and incorporated into Anandamath in 1882 — a 7-year gap; PIB's backgrounder is internally inconsistent on the Bangadarshan issue (Introduction: 7 November 1875; Historical Background: March-April 1881); adopted as National Song by the Constituent Assembly on 24 January 1950.
Date
Operative dates: Har Ghar Tiranga 2026 campaign ran 9–17 August 2026 (S-CA-03); the concluding Tiranga Concert is reported, per PIB's post-event release, with a timestamp of 18 August 2026, 10:27 PM (S-CA-01) — Ministry of Culture's advance schedule had listed 17 August 2026 for the concluding concert, so treat 17–18 August 2026 as the concert's operative window rather than asserting a single uncontested date.

Current capacity slab under 2047 tower
India's entire operating nuclear fleet today, 8.78 GW, is the thin footing slab under a 100 GW by 2047 tower — and the instrument that lets it rise is the SHANTI Act, 2025, which repeals, not amends, the Atomic Energy Act, 1962.

The facts
Full name
Nuclear Energy Mission (Union Budget 2025-26), implemented via the SHANTI Act, 2025 — full official title "The Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (SHANTI) Act, 2025"
Body / ministry
Department of Atomic Energy (nodal, under PMO) — target first announced by the Ministry of Finance in the Union Budget 2025-26 speech; enacted into law by Parliament as the SHANTI Act, 2025; reaffirmed by PM Modi in his 80th Independence Day address from Red Fort
Theme / designation
"achieving 100 GWe nuclear power generation capacity by 2047" (verbatim, PIB) — note the trap: this is installed CAPACITY (GWe), not nuclear's share of the electricity mix
Host
No summit/host — the enabling instrument is the SHANTI Act, 2025, which repeals and replaces (not amends) the Atomic Energy Act, 1962 and the Civil Liability for Nuclear Damage Act, 2010
Numbers
Current capacity 8.78 GW → target 100 GW by 2047; roadmap: ~22 GW by 2031-32; NPCIL (PHWR/LWR) portion = 54 GW by 2047; balance 46 GW from PSEs/states/private sector/JVs; ₹20,000 crore outlay for SMR R&D; ≥5 indigenous SMRs by 2033; 5 new reactors within 6–7 years/this decade; PFBR (500 MWe, Kalpakkam) first criticality 6 April 2026
Date
15 August 2026 — PM's 80th Independence Day reaffirmation (origin: 1 February 2025, Union Budget 2025-26 announcement; SHANTI Act enacted December 2025)

On 14 August 2026, Chandigarh and Dadra & Nagar Haveli became the first UTs to fully roll out CBDC-based DBT under PMGKAY, food subsidy credited as e-Rupee tokens into Digital Rupee wallets — not the Aadhaar-linked bank-account DBT Chandigarh has run since September 2015. To hold the pair of names: the fort of the goddess Chandi (Chandi-garh) flicks a coin of light onto a tabla beating Dadra taal inside a town mansion (nagar–haveli).

The facts
Full name
Central Bank Digital Currency (CBDC)-based Direct Benefit Transfer (DBT) under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY)
Body / ministry
Administered by the Ministry of Consumer Affairs, Food and Public Distribution (PIB release header: 'उपभोक्‍ता कार्य, खाद्य एवं सार्वजनिक वितरण मंत्रालय'), which runs PMGKAY; the underlying Digital Rupee/e-Rupee CBDC itself is issued by the Reserve Bank of India (RBI) — the ministry administers the scheme, RBI issues the currency it rides on.
Theme / designation
English rendering per PTI: 'the CBDC-based Direct Benefit Transfer (DBT) under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY)'. Note the trap: this is CBDC-based DBT (wallet-token transfer), not plain DBT (bank-account transfer) — the latter already existed in Chandigarh since 2015.
Host
Union Territories of Chandigarh (site of the physical launch event, 14 August 2026) and Dadra & Nagar Haveli (linked in and launched virtually from Chandigarh, per official/AIR reporting).
Numbers
14 August 2026 — launch date; September 2015 — year Chandigarh first adopted the precursor Aadhaar-linked bank-account DBT for food subsidy; Rs 2.10 lakh crore+ — Union Minister Pralhad Joshi's cited figure for central government spending on distribution of free ration to the needy (the source states no time period — do not gloss as 'annual').

Counted saplings vs measured canopy
CAG's Performance Audit Report No. 4 of 2026 put a tape across the Green India Mission's ground: 0.03409 million ha of added forest cover against a 1.4 million-ha target — a 97.57% shortfall — and quality improved on only 0.11384 million ha of an identical 1.4 million-ha target (91.87% short), while the plantation drive beside it reads its counter at 140 crore saplings, because a tally of stems is not an area of canopy.

The facts
Full name
National Mission for a Green India — commonly Green India Mission (GIM); audited scheme is one of the eight Missions under the National Action Plan on Climate Change (NAPCC, 2008)
Body / ministry
Comptroller and Auditor General (CAG) of India conducted the performance audit and tabled it in Parliament; GIM itself is implemented by the Ministry of Environment, Forest and Climate Change (Environment Ministry) across 16 States/UTs
Theme / designation
CAG's Performance Audit Report No. 4 of 2026 on the Green India Mission — a performance audit of physical/financial targets, not a financial-irregularity or CAG 'scam' report (a common UPSC-distractor framing of CAG audits)
Host
Tabled in the Parliament of India on 13 August 2026; audit period covered 16 States/Union Territories for FY 2015-16 to 2024-25
Numbers
Two SEPARATE targets, each 1.4 million hectares: (1) increase in forest cover — achieved only 0.03409 million ha, shortfall 97.57%; (2) improvement in forest-cover quality — achieved only 0.11384 million ha, shortfall 91.87%. Funding: Rs 10,600 crore in proposed convergence support not secured; only Rs 1,149.14 crore — 47.88% of the approved Rs 2,400 crore outlay (Rs 2,000 crore approved by the Cabinet Committee on Economic Affairs (CCEA) from the 12th Plan for the scheme's initial four years, plus Rs 400 crore from 13th Finance Commission grants towards the States' share) — was actually received as budgetary support over the 10 years of implementation, 2015-16 to 2024-25. GIS check found 70% of sampled sites showed no noticeable change. India's related carbon-sink pledge: additional sink of 2.5–3 billion tonnes CO2 equivalent by 2030.
Date
Report tabled in Parliament on 13 August 2026; audit covers implementation FY 2015-16 to FY 2024-25; GIM itself launched February 2014

India's campaign for the sole Asia-Pacific non-permanent UNSC seat for 2028-29 was launched by EAM Dr S Jaishankar at UN Headquarters on 13 July 2026; the seat is filled by the UN General Assembly in June 2027 on a two-thirds majority of members present and voting — and the rival candidate is Tajikistan, not Pakistan. Hold the direction as a four-leg relay: Jaishankar starts it at UN HQ; the lane is one Asia-Pacific seat, with Tajikistan running alongside; the General Assembly judges at two-thirds; the tape breaks in June 2027, for a term that only begins on 1 January 2028.

The facts
Full name
'SHANTI: India for the United Nations Security Council 2028-29. Norms, Trust, Integrity' — acronym for 'Securing Holistic Advancement through Norms, Trust, Integrity'
Body / ministry
Ministry of External Affairs, Government of India — campaign launched by EAM Dr S Jaishankar at UN Headquarters on July 13, 2026; the seat itself is elected by the UN General Assembly, a principal organ of the United Nations
Theme / designation
"SHANTI: India for the United Nations Security Council 2028-29. Norms, Trust, Integrity" (verbatim campaign title, per India TV/MEA); acronym expansion "Securing Holistic Advancement through Norms, Trust, Integrity" — flag: SHANTI is India's own coined branding, not an official UN-designated theme
Host
UN Headquarters, New York (campaign launch event, July 13, 2026); election to be held at the UN General Assembly in June 2027 (81st session)
Numbers
10 non-permanent UNSC seats total, elected for 2-year terms, distributed 3 Africa + 1 Eastern Europe + 2 Asia + 2 Latin America + 2 WEOG (formally: 5 combined African-Asian States + 1 Eastern European + 2 Latin American + 2 WEOG under GA Res 1991 A (XVIII), 1963); 5 seats turn over each year; 2/3-majority-of-members-present-and-voting needed to win; India vs Tajikistan for the single Asia-Pacific 2028-29 seat; would be India's 9th UNSC term if elected
Date
Campaign launched July 13, 2026 (UN HQ, New York); election in June 2027 — during the 81st UNGA session (opened 8 Sep 2026; the 82nd opens only Sep 2027, after the election — India TV wrongly reports '82nd'); term contested = 2028-29 (1 Jan 2028 – 31 Dec 2029)

The facts
Full name
'Sapt Dhara' — literally 'seven streams' (of strength); this is PIB's own official English rendering of the term used by the PM. Popular media (incl. Indian Express) writes it as one word, 'Saptadhara'.
Body / ministry
Prime Minister's Office — announced by PM Narendra Modi in his own words during the Independence Day address; recorded officially via PIB's 'Key highlights' press release (PRID 2299890). It is a rhetorical policy framework grouping existing priorities, not a new gazetted scheme or standalone notified programme.

The facts
Full name
NASA's 'Moon Base' programme — the next phase of the Artemis programme, described by NASA as a piece-by-piece human outpost near the lunar South Pole, not a single named 'Artemis Base Camp' mission
Body / ministry
Announced jointly by NASA (USA) and ISRO/Department of Space (India) at the 9th India-U.S. Civil Space Joint Working Group (CSJWG) meeting hosted at ISRO Headquarters, Bengaluru, 5-6 August 2026
Theme / designation
ISRO's official readout, verbatim: "NASA invited ISRO to join its Moon Base programme, building on the two countries' partnership under the Artemis Accords." — an invitation to participate, not a signed joint mission or funding commitment
Host
Host: India (ISRO HQ, Bengaluru); U.S. side co-chaired by Dr. Wesley Brooks (State Dept.) and Ms. Kathleen Karika (NASA); Indian side co-chaired by Mr. M. Sankaran (URSC, ISRO); framework used is the Artemis Accords, which India joined as the 27th signatory on 21 June 2023 — the Accords are the legal-cooperation framework, not the Moon Base programme itself
Numbers
9th CSJWG meeting; India = 27th country to sign Artemis Accords (21 June 2023); Moon Base target timeline ~2030 per reported target (NASA's own phased plan: Phase 1 now-2029, Phase 2 2029-2032 build, Phase 3 2032+ permanent ops); shadowed-region temperatures as low as -334°F (-203°C) vs sunlit-period highs near 130°F (54°C)

Moon shadow cone cutaway umbra tip on ground track
Totality lives only at the umbra's needle tip — the wide penumbra sleeve around it sees just a partial eclipse — so 12 Aug 2026's darkness swept a narrow ribbon from northern Russia through Greenland and Iceland to northern Spain: Western Europe's first in 27 years — Iceland's own first since 1954, Iberia's since 1912.
The one thing to remember

The facts
Full name
Total Solar Eclipse of 12 August 2026 — occurs when the Moon passes directly between Sun and Earth and an observer stands within the umbra, the fully dark inner cone of the Moon's shadow, where the Sun's disc is completely blocked (NASA: 'the small black oval is the umbra, the inner part of the Moon's shadow where the Sun is completely blocked')
Body / ministry
NASA (science.nasa.gov) — the official astronomical predictor/publisher of the eclipse path, timings and geometry; on-ground event management was by Spain's Interior Ministry, which deployed 33,500+ law-enforcement personnel and 350 official viewing sites
Theme / designation
"Iberian Eclipse Trio" — verbatim media/astronomical designation for the linked three-eclipse sequence: total solar eclipse 12 August 2026, total solar eclipse due 2 August 2027, and an annular eclipse due January 2028, all crossing the Iberian Peninsula
Host
Path of totality ran northern Russia (Siberia) → Greenland → Iceland (Reykjavík/Snæfellsnes, westernmost coast) → the Atlantic → northern/central Spain (León, Zaragoza, Valencia) and the very north-western tip of Portugal. NASA fixes that ORDER by local clock time: totality fell mid-day over a small, remote region of northern Russia, in the late afternoon or early evening over Greenland and Iceland, and in the late evening, shortly before sunset in Spain and the NW tip of Portugal (S-EC-01) — so northern Russia is FIRST on the track, not third, and that midday stretch is the discriminator. NASA's APOD sweeps it the same way: 'its shadow across Siberia, Greenland, Iceland, Spain, and Portugal' (S-EC-05). ⚠ The Spain-vs-Portugal micro-order INSIDE that final stage is contested in our own sources — AP has the shadow reaching 'a small patch of Portugal and then to Spain' (S-EC-03), while the two NASA sources either list Spain first or group the two into a single stage — so it is stated here, kept off the figure, and must not be keyed. Madrid is absent from the totality list deliberately: our sourced Spanish totality points are León, Zaragoza and Valencia (S-EC-01 eclipse-times table) and Buitrago de Lozoya (S-EC-02).
Numbers
Totality <2.5 min for most of the path; Iceland's west coast totality began ~5:44 p.m. local (1744 GMT), lasting up to 2 min 13 sec; Spain's totality ran León 8:28–8:30 p.m., Valencia 8:32–8:33 p.m. local per NASA's own eclipse-times table (S-EC-01), just before sunset — AP's gloss that totality "dwindled to a minute or so" is a wire characterisation of the Iberian tail (S-EC-03) and NOT a duration for León, so never key a bare Spanish totality duration; up to 6 million visitors expected in Spain (Reuters) vs. half a million additional visitors per AP; Iceland (pop. under 4,00,000) — Reuters says it "welcomed up to 80,000 visitors" (S-EC-02) while AP says authorities "expected up to 20,000 additional overseas visitors" (S-EC-03), so do not key a bare Iceland visitor count; 33,500+ Spanish police deployed, per the Interior Ministry (S-EC-03) — the Reuters wire (S-EC-02, re-fetched 2026-08-20) instead reports that authorities "dispatched 25,000 police officers" and "deployed nearly 100 planes and helicopters", so attribute 33,500+ to the Interior Ministry via AP (S-EC-03) and never key a bare police count

Carbon price canal lock
EU CBAM's definitive regime began 1 January 2026 — importers now buy and surrender certificates for embedded carbon in six goods (cement, iron & steel, aluminium, fertilisers, electricity, hydrogen); 2023–2025 was transitional, reporting-only, no certificates — the lock filled only when the 2026 sluice opened.

The facts
Full name
Carbon Border Adjustment Mechanism (CBAM) — the EU's tool to address carbon leakage by pricing the embedded carbon emissions of imported goods; complements the EU Emissions Trading System (EU ETS).
Body / ministry
India side: Department of Commerce, Ministry of Commerce & Industry organised the awareness session, in collaboration with NABCB (National Accreditation Board for Certification Bodies) and EEPC (Engineering Export Promotion Council). CBAM itself is an EU regulatory mechanism administered by the European Commission's Directorate-General for Taxation and Customs Union — India is on the receiving/compliance side as an exporting country, not the regulator.
Theme / designation
Session title (verbatim, per official release): "Awareness Session on European Union Carbon Border Adjustment Mechanism (EU CBAM) Regulations for Exporters." Trap: this is India's Department of Commerce outreach session — do not confuse its name with the EU's own CBAM Regulation.
Host
Venue: Vanijya Bhawan, New Delhi — hosted by Department of Commerce with NABCB and EEPC. Counterpart/subject regulatory body: European Commission (DG TAXUD), which runs the CBAM Registry and publishes CBAM certificate prices quarterly — the price is not set administratively but calculated from the auction price of EU ETS allowances in EUR/tonne CO2 (quarterly average in 2026, weekly average from 2027 onwards); authorised CBAM declarants buy certificates from the National Competent Authority (NCA) of their EU country of establishment (S-EU-04).
Numbers
~100 participants (exporters + industry stakeholders); CBAM covers 6 sectors — cement, iron and steel, aluminium, fertilisers, electricity, hydrogen; 50-tonne mass-based import threshold triggers authorised-declarant/certificate obligations.
Date
Awareness session: 18 August 2026 (PIB release, Vanijya Bhawan, New Delhi). CBAM's definitive regime (financial obligations) took effect 1 January 2026.

That’s the whole magazine — Ten things, not sixty. Before you scroll away, see if they’re actually in your head:

  1. Not the first Census to record caste — Scheduled Castes and Scheduled Tribes have been enumerated every decade since 1951 under the Constitution (SC)/(ST) Orders, 1950 — Census 2027 is instead the first since 1931, and the first in Independent India, to enumerate caste for communities beyond SC/ST
  2. Vande Mataram is India's National Song, not the National Anthem (that is Jana Gana Mana) — the two were given equal status but distinct designations by Dr Rajendra Prasad's 24 January 1950 statement to the Constituent Assembly. Do not attribute composition to Rabindranath Tagore: he only set it to music and first sang it publicly (1896 INC session, Calcutta); the composer is Bankim Chandra Chatterjee. Also do not date the song to 1882 (Anandamath): Bankim composed it in 1875, and it was only later incorporated into the 1882 novel. Note the source's own inconsistency on its first print appearance — PIB's backgrounder says in its Introduction that it was "first published in the literary journal Bangadarshan on 7 November 1875", but states in its Historical Background that the song "appeared as a standalone composition in the March-April 1881 issue of Bangadarshan". Carry 1875 as the composition/anniversary year (the 150th anniversary was reckoned from 7 November 1875); do not assert a specific Bangadarshan issue as settled.
  3. The SHANTI Act, 2025 is not an amendment to the Atomic Energy Act, 1962 — it repeals and replaces both the Atomic Energy Act, 1962 and the Civil Liability for Nuclear Damage Act, 2010 with one consolidated law; and private participation is capped/regulated (private firms may build/operate/generate) while the Centre retains exclusive purview over the sensitive fuel cycle (enrichment, reprocessing, heavy-water production) — private entry is not full deregulation.
  4. CBDC-based DBT pays food subsidy as programmable e-Rupee tokens straight into a beneficiary's Digital Rupee wallet, not the Aadhaar-linked bank-account DBT Chandigarh has run since September 2015 — the 2026 launch upgrades the payment RAIL, it does not create DBT itself. Also retain: the e-Rupee/CBDC is issued by the RBI, while the Ministry of Consumer Affairs, Food and Public Distribution only administers the PMGKAY scheme riding on it; and Puducherry/Gujarat had only earlier pilot implementations, whereas Chandigarh and Dadra & Nagar Haveli are the first UTs to reach full/saturated rollout for all eligible beneficiaries.
  5. The audit's two distinct missed metrics are easy to swap: 'increase in forest cover' missed by 97.57% (achieved 0.034 million ha) vs 'improvement in quality of existing forest cover' missed by 91.87% (achieved 0.114 million ha) — both against the same 1.4 million-hectare target. Retain the pairing, not the reverse: cover-expansion had the worse (97.57%) shortfall, quality-improvement the (relatively) better (91.87%) one. Separately, GIM (a forest-restoration mission under NAPCC) must not be conflated with 'Ek Ped Maa Ke Naam' (a 2024 tree-plantation counting drive, 140 crore saplings) — the CAG/Hindu point is precisely that India is counting trees planted, not restoring forest cover.
  6. India is contesting a non-permanent, elected, 2-year, no-veto seat — not a permanent P5 seat (US, UK, France, Russia, China hold those by Charter, unelected); the rival candidate is Tajikistan, not Pakistan — Pakistan already holds Asia-Pacific's other non-permanent seat for 2025-26 (succeeded by Kyrgyzstan from 2027) and is not a contestant in this 2028-29 election.
  7. Order/pairing is the trap: Gati Shakti is the 4th stream (connectivity — high-speed rail, highways, waterways), not a generic 'infrastructure' label, and it is a single stream distinct from the pre-existing PM GatiShakti National Master Plan (2021) it draws on; Green Economy and Blue Economy are combined into one 6th stream, not counted separately; soft power is the 7th and final stream, not 'culture' generically. Watch the spelling too: PIB's own rendering is 'Sapt Dhara' (two words, once even 'Sapta Dhara'), while media commonly compresses it to 'Saptadhara' — both name the same framework.
  8. The Moon's south pole is targeted for near-continuous sunlight on crater rims/peaks for power, AND permanently shadowed crater floors nearby for water ice — the site is valuable BECAUSE it uniquely offers both extremes side by side, not because it is uniformly sunlit or uniformly icy; also distinguish: NASA's south-pole 'Moon Base' outpost programme is the broader long-term-presence plan, separate from the Artemis III/IV crewed landing missions (Artemis III test flight 2027, Artemis IV first landing attempt 2028 per NASA's revised architecture, S-SP-08), of which the Moon Base is the next phase.
  9. Two different periodicity claims attach to two different regions and must not be swapped: **"first total solar eclipse in 27 years" is a *Western Europe*-wide figure — the previous one was 11 August 1999**, whose umbral path NASA describes as beginning in the Atlantic and crossing *central Europe*, the Middle East and India (S-EC-04, RP 1398); NASA names no European country in that description, so carry 'central Europe' and not a country list — whereas the Iberian Peninsula specifically (Spain/Portugal) last saw totality in 1912 (S-EC-02, verbatim). ⚠ A second Iberian year is in print and you will meet it: NASA's own APOD calls 12 Aug 2026 Spain's "first major total solar eclipse since 1905" (S-EC-05). The qualifier 'major' is NASA's own, and the two statements answer different questions — carry 1912 for 'last totality over Iberia', quote 1905 only with NASA's 'major' attached, and never key a bare Iberian year. ⚠ A THIRD SCOPE, and it is the one to get right: the '27 years' figure belongs to the REGION, never to the drawn ground track. Iceland sits on that same track, and AP records Icelanders seeing "their first total solar eclipse since 1954 and the first visible from the capital since 1433" (S-EC-06, corroborated at S-EC-03) — 72 years, not 27. There is no contradiction, only a scope difference: a regional "first in N years" counts the most recent totality ANYWHERE in the region (11 Aug 1999, over central Europe), so it is a MINIMUM over the region and is false of almost every individual place on the path. Hold three scoped periodicities and their owners: 27 years = Western Europe as a region · 1954 = Iceland · 1912 = the Iberian Peninsula. UPSC's classic trap is to assign the '27 years' figure to Spain itself or the '1912' figure to Western Europe generally — and the generalisable form of that trap, worth carrying well beyond eclipses, is any "first since X" statistic whose SCOPE (a region, a country, a city) is quietly swapped inside the stem
  10. CBAM ran a transitional, reporting-only phase from 2023 to 2025 (no certificate purchase); it is only from 1 January 2026, under the definitive regime, that importers must actually buy and surrender CBAM certificates against embedded emissions — UPSC's likely trap is conflating CBAM's 2023 reporting start with its 2026 financial-obligation start.
